If you are trying to trade on the Arbitrum network it is overwhelmed due to the $ARB airdrop. You can ether wait till it dies down abut or if you are using the default public RPC from Arbitrum and experiencing rate limits, you could try your luck with an alternative free or paid RPCs. Find your desired alternative and just replace the url. Although i am not sure if this is going to fully mitigate the problem with the overwhelmed system.
